School Milk Info KOREA and Request for information

Hello.
This is jaejun Cho, in charge of school milk promotion from Korea Dairy Committee.
In Korea, school milk consumption has decreased or at most remained stagnant for the recent years. See below a short summary of the status of Korea school milk.
For the purpose of expanding school milk, we are collecting school milk-relevant policies or schemes for major five countries stated as below. In particular, information regarding school milk policies or operating tools by country, as requested below.

Requested information
1) School milk polices by country;
Legal grounds, regulations or rules which enforce or implement school milk system.
2) Standards by which each government supports school milk, support level and annual budget;
3) How to operate school milk system;
4) About activities for promoting school milk
5) Organizations or bodies organizing or governing school milk system.

The status of Korea school milk
1) School milk development
-Starting year: 1970
-Starting year to subsidize elementary school kids from low income family: 1981
-Starting year to subsidize secondary school students from low income family: 2005
2) Support level (as of 2008)
-Target students: 418,000 children from low income household.
-Annual budget: 25.2 billion won (24,754,420.43 US dollar)
-No. of school milk provision days: 250 days per year
-Subsidized level: given free (no cost for children side)
3) School milk status (as of 2007)
-No. of students who have school milk: 3,938,000 (full cost for 3,520,000, given free for the remaining 418,000)
<in details: 2,995,000 elementary school students, 567,000 mild school students, 353,000 high school students, and 23,000 special school students> -School milk student ratio to total students: 50.5%
-School milk consumption: 148,000 ton per year
-Full cost means that full milk cost is paid by parents.
